Call for Consultant: eLearning Management Specialist

Project Description

The Caribbean Regional Field Epidemiology and Laboratory Training Programme (CR-FELTP) has, since 2014, addressed capacity building to strengthen health surveillance systems in CARPHA Member States (CMS). The program specifically targets the human resource component under the International Health Regulations (IHR) and aims at increasing Human Resources for Health (HRH) capacity within CMS to improve disease outbreak, surveillance, and emergency response. To minimize threats posed by emerging and re-emerging diseases, which have the potential to create epidemics within the region, there is a critical need to develop the HRH capacity in applied epidemiology, public health surveillance and response.

The CR-FELTP is a widely recognized professional development programme for public health professionals, that is based on service and on-the-job learning in applied epidemiology in the Caribbean. The CR-FELTP provides training in field epidemiology and laboratory practice. To date, 14 CMS have engaged to varying degrees in implementing and rolling out the CR-FELTP. Training is offered on a tiered basis consisting of Frontline, Basic/Level I and Intermediate/Level II tiers, with technical complexity and expected competency outcomes increasing with each level.

The recent COVID-19 pandemic and outbreaks in national communities and vulnerable populations have emphasized the need to train frontline public health professionals in the principles of disease surveillance, outbreak management, and quality improvement. This project seeks to strengthen the Caribbean Public Health workforce by building capacity to effectively respond to the COVID-19 pandemic and other regional public health threats. Traditionally FELTP training is delivered in person using a classroom-based modality, however, in an effort to sustain and expand learning to reach a wider audience, more emphasis is being placed on e-learning.

Overview of Role

Project Goal: To increase Regional Health Security by building the capacity of the Caribbean Public Health Workforce in applied epidemiology and laboratory practice.

The objective of the consultancy is to provide technical expertise to the CR-FELTP team in the area of maintenance, support and expansion of the learning management system for developed e-learning courses. The consultant will monitor and maintain the Learning Management System (LMS), as well as carry out background administrative support and troubleshoot platform difficulties experienced by students.

Specific Work
The consultant will be recruited to maintain and upgrade the Moodle platform annually. The consultant will also be required to be on call to carry out background maintenance of Moodle as required and respond to unscheduled platform user issues. This is an entirely remote position.

The contractor is expected to deliver the following results and reports*:

  1. Inception report, including a detailed work plan, developed and submitted for approval by the project managers
  2. Maintain and upgrade Moodle platform annually
  3. On call troubleshooting of user and Moodle platform support issues

Contract Period

The selected candidate will be expected to start in November 2021. The term of the contract is 6 months.  November 1st 2021 – April 30th 2022 (6 months)

Required Skills and Experience

  • Bachelor’s degree in Information Technology or equivalent field and / or relevant experience.
  • Prior experience managing an LMS with multi-language versions/content desired. Experience using Moodle required.
  • Minimum of 5-10 years of experience working with Moodle Learning Management Systems (LMS) (uploading, testing, and supporting content in multiple formats) or equivalent combination of education and experience.
  • Excellent knowledge of English – written and spoken.
  • Broad knowledge of Moodle LMS industry language, standards, and ability to communicate with CARPHA ITS and vendors regarding interfaces, system requirements and problem solving.

  • Excellent organizational, project management, multi-tasking and problem-solving skills
