Call for Proposals: Indo-Pacific Network Strengthening Consultant/Contractor


Training Programs in Epidemiology & Public Health Interventions Network (TEPHINET), in collaboration with CDC, aims to support a strong Indo-Pacific regional network by equipping the region with the resources and capacity to bolster regional initiatives, provide technical assistance to Field Epidemiology Training Programs (FETPs), and establish objectives that are inclusive of all the FETPs in the region.

TEPHINET aims to identify and engage with all regional stakeholders to provide critical, enterprise-level support for country FETPs across the entire Indo-Pacific region. TEPHINET seeks to partner with one or more third-party consultant(s)/contractor(s) to conduct landscape and stakeholder analyses of the existing Indo-Pacific regional networks and to provide practical recommendations for enhancing the strengths of the stakeholders and identifying opportunities of collaboration between and among FETP implementing partners to build capacity in the region. 

Project Team: TEPHINET and CDC staff who contribute both technical and logistical support

Specific Duties: 

  • Collaborate with TEPHINET to better define ‘Network Strengthening’ and to develop criteria for strong networks
  • Conduct one or more of the following analyses:
    • A landscape analysis of:
      • Existing Indo-Pacific regional networks and organizations engaged in public health workforce development and strengthening, their current leadership, and their regional roles and responsibilities
      • Current FETPs in the Indo-Pacific region and their roles, responsibilities, and participation with regional network(s) and similar organizations
    •  A stakeholder analysis of: 
      • Major field epidemiology stakeholders that provide regional support; review their charter and strategic plan identifying their strengths, challenges, and opportunities 
      • Other key stakeholders/potential partners and subject matter experts/organizations that are working in the Indo-Pacific region​
  • Develop a report on the state of the overall regional networks and identify trends, strengths, weaknesses, opportunities and threats (SWOT analysis) 
  • Provide practical recommendations for improving technical and operational capacity of Indo-Pacific networks
  • Participate in routine check-ins with TEPHINET and other regional meetings as needed 
  • Help coordinate and facilitate a regional Indo-Pacific strategic leadership meeting 
  • At mid-point of contracting period, conduct an assessment to provide opportunity for review of progress and improvement
  • Review the organizational structure, operations and staffing of existing networks engaged with FETPs


  • Background in Public Health required; at minimum Master of Public Health degree preferred 
  • Experience working on organization strengthening evaluation projects 
  • Demonstrated skills in diplomacy for engagement with multiple domestic and international partners
  • Experience working in the Indo-pacific region and workforce development  

Contract Period:

May 2021 – September 2021 (4 months) 
The selected candidate/contractor will be expected to start in May 2021

Objectives/Desired Outcomes: 

  • The CDC, TEPHINET, and Indo-Pacific regional networks will have a better vision of the factors that go into creating a robust and sustainable regional field epidemiology network
  • A strategy document to achieve the stated goals  
  • A designated on-the-ground representative in Indo-Pacific region will actively build relationships between the FETPs and secure buy-in for regional network operations
  • More connected regional networks--with each other and with TEPHINET--with delineated roles and responsibilities in global health security
